Oranged-Braised Carrots and Beets

2 T olice oil
1 large garlic clove, chopped
1/4 t red peepr flakes
1 1/2 lb beets and cut into 1 inch wedges
1 4-inch slice of orange peel1salt
1 lb carrots cut on the bias into 1 1/2 inch pieces
1/4 cup freshly squeezed orange juice
sea salt

Roast at 400 degrees.
