Millet-Stuffed Portobello Mushrooms

4 large portobello mushrooms, stemmed
salt
3 cloves garlic
pepper

Filling:
2 cups vegetable stock
2/3 cup millet
1 small yellow onion
1 red bell pepper
1 fennel bulb
3 garlic
2 sage leaves
salt
